I think this is
the shortest solution. If not, then I have made a mistake in the design.
The idea was that I wanted to design a maze in which the solution involved backtracking, returning to near the beginning of the maze. To disguise that idea, I allowed many longer solutions. In that way, the solver is encouraged to ignore the many long paths, because they all return to previously visited points. The real solution returns to previously visited points, but going in the opposite direction.
This is one of those mazes that is easier to solve backwards. At least, there is little choice of path for quite a while.
